We planted that gap on purpose: it is the one a marginal audit is structurally blind to. Checked separately, race and sex both clear the 0.80 legal line at 0.82 and 0.87. Checked together, as NYC's Local Law 144 requires, the Black female group lands at a ratio of 0.6471 against a White male reference of 1.00.
Clarion reads that export once and writes six deliverables, one per regulator, since the six ask different questions. Of 13 obligations, nine need a named human: seven awaiting proof, two in conflict. Illinois bans the zip-code proxy the EU's data rules want kept, so that pair lands as a conflict, both exposures quantified.
