An added form can leave a valid dispute notice outside the investigation queue. In our synthetic card dispute workflow, a valid notice is submitted, but the extra form is not completed. The modeled case closes without investigation. The expected route still reports compliant because it never visits that branch. Our checker returns the event path from notice to closure. That path points reviewers to a question a queue metric cannot answer: which valid notices can disappear before an investigator receives them? The result applies to the supplied model and its configured rules.
